While you should typically ask server moderators to look into server issues first, occasionally, the entire server may be acting up, and you will need to report it to Discord.
Luckily there is a built-in system for Discord users to use that allows them to report someone on discord to the Discord trust and safety team.

To report someone on Discord using iOS, complete the following steps:

How to Report a Discord user on Desktop
Unlike on your mobile device, the Discord app on your Desktop does not have an easy option for reporting. Instead, you must copy the message link and fill out a report to Trust and Safety on the Discord Support site.

In the top right, click Submit a Request.

Select Trust and Safety from the drop-down list.

Fill out the report with the required information and message links in the description box.
To do this, click the three dots on the message and click Copy Message Link.

Include these message links in the description box or pictures of the messages you wish to submit.
When everything is filled out, click the Submit button, and Discord’s trust, and safety team will get back to you after they have reviewed your report.
How to Copy Message Link on Your Mobile Device
If you want to submit a more detailed report to Discord trust and safety, there is a form you can fill out on the Discord website safety center at Discord Support.
With this form, you can give more relevant details and show a series of messages to help the team better understand why you report a user or user.
To do this, you will need the message link from the server or direct messages for the team to view and make an assessment.
On Android
On your Android device, press and hold the specific message you want to copy the link from.
In the pop-up menu, scroll down and select Copy Message Link near the bottom.
The message link will be copied to your clipboard. Paste the message ID somewhere for use later, or paste it directly into the Description box on the report.
On iOS
Copy ID is basically the same on an iOS as it is on an Android device.
You will want to hold down on a message until the pop-up menu appears. Then select “Copy ID” from the choices. The ID will copied to your clipboard.
How to Report a Discord User Who is Under 13 Years Old
According to the Federal Trade Commission (and Discord’s terms of service), under the Children’s Online Privacy Protection Rule (“COPPA”), a person under the age of 13 is not allowed to utilize many services online, including Discord.
Reporting someone who is underage requires some evidence that the user is underage. This will require you to collect messages or other helpful information, as well as the user ID of the individual to include in your report to the Discord team.
To obtain a user’s ID, you must first enable Developer Mode from the Discord user settings.
Then, to copy the User ID for your report, right-click on their name and select Copy ID, which should now be visible with Developer mode.
Now, paste the User ID into the description and the other evidence.
